Guards fail slowly and then suddenly. Corrosion works at an anchor for six winters and nothing appears wrong; then a leaning resident finds the point at which it stopped holding. Most failures investigated after the fact turn out to have had visible precursors, and most of those precursors are things a facility manager can find with a flashlight and ten minutes. This is a field checklist rather than a maintenance calendar. It covers what to carry, what to look at in what order, and where the line sits between writing a work order and closing the balcony today.
Before you walk
Pull the previous inspection report and the shop drawings, so you know the intended geometry and can tell a defect from an original condition. Then take four things with you: a bright flashlight, a 100 mm ball or a cut wooden block of the same dimension, a small torpedo level, and a phone for photographs with the balcony number in frame. A ball is worth carrying because eyeballing an opening is unreliable, and the sphere requirement is unambiguous — the opening must be small enough that a 100 mm sphere cannot pass through it.
Set a route that includes elevations you would not normally visit. Weather exposure is not uniform: the prevailing-wind face and the elevation that gets road salt spray will degrade first, and the sheltered courtyard face will look fine for years after the exposed one has started to fail. On coastal buildings, salt-driven corrosion at fasteners and at contact points between dissimilar metals is among the most common findings.
The four-minute guard
Run the same sequence every time so nothing gets skipped. Start low and work up, because the base is where the structural problems live and the top is where the cosmetic ones do.
- Push test: place a hand at the top of the guard and apply firm steady pressure. You are feeling for movement at the base, not for flex in the panel. A little elastic deflection is normal; a click, a shift, or a base plate that lifts is not.
- Base and anchors: look for rust bleeding around fasteners, cracked or spalled concrete at the anchor, missing or backed-out bolts, gaps under base plates, and sealant that has separated from the base and is letting water into the pocket.
- Posts and frames: check for corrosion at cut ends and drilled holes where the finish was breached, at welds, and anywhere a dissimilar metal fastener contacts aluminum.
- Glass panels: look along the edges for chips, shells and nicks. An edge chip in tempered glass creates a stress concentration and is a recognised precursor to later breakage. Look for a crack pattern that has propagated through both plies of a laminate, versus one ply, which is a different urgency.
- Glazing hardware: check spigot and standoff fasteners for tightness, check gaskets for extrusion or hardening, and check for glass that has settled onto the frame because a setting block has failed.
- Top cap and handrail: check splice joints, end caps, and fasteners. A rattling top cap on a rigid guard is minor; a moving handrail on a stair is not.
- Openings: use the ball at every gap including under the bottom rail, at panel-to-post joints, and at end returns where geometry changes.
- Climbability: look for anything added inside the zone roughly 140 mm to 900 mm above the walking surface that gives a foothold — planters, storage boxes, coolers, horizontal additions.
- Water: look for staining, pooling, or drainage that discharges onto the guard base. Standing water at anchors is one of the most reliable predictors of corrosion problems a few years out.
Almost nothing fails at the panel. It fails at the connection, under the sealant, where nobody looks because the visible part still looks new.
Triage: red, amber, green
A checklist without decision thresholds just produces a list. Assign every finding to one of three actions before you leave the balcony, and write the action beside the photograph.
- Red — out of service today: movement at the base under hand pressure, a missing panel, a fully fractured laminate, a post that rocks, a guard visibly out of plumb compared to its neighbours, or any opening that a 100 mm sphere now passes through where it previously did not. Barricade with a rigid, non-climbable barrier, notify the occupant in writing, and call an engineer.
- Amber — scheduled within the current season: cracked but intact laminated glass, an edge chip in tempered glass, sealant separation at a base, loose non-structural fasteners, active corrosion at an anchor without looseness, or a resident modification that adds wind area or a foothold.
- Green — record and monitor: finish fading or chalking, surface staining, minor gasket wear, water spotting on glass, and cosmetic scratches. These belong in the annual cleaning and finish maintenance cycle rather than in an urgent work order.
Those figures are the ones facility managers use most often, but the details vary. Minimum guard height is commonly 1,070 mm for residential balconies while 900 mm applies in some locations such as within dwelling units, and requirements differ by province, occupancy and code edition. Where an existing building was built to an older edition, replacing a guard generally means the new work meets the current requirement even though the old assembly was permitted to remain.
What only an engineer can tell you
A visual inspection cannot assess anchor capacity, embedded corrosion, residual glass strength, or whether an existing guard meets current load requirements. If you find base movement, corrosion at more than isolated locations, or a system whose original documentation is missing, the next step is a professional assessment with selective openings rather than another walk-through. That assessment is also what converts an operational observation into something a board can fund, because reserve fund contributions and capital approvals generally require an engineer's opinion rather than a manager's.
Keep every completed checklist. A five-year run of dated inspections with photographs and closed-out work orders is the most valuable document a building can produce if anything ever goes wrong, and it is worth far more than a single glossy condition report.
