When a guard fails, the investigation does not start with the fabricator. It starts with the file. Who reported the loose post, when, what was done about it, who inspected it, and what the manager knew. Property managers rarely make the decision to replace a railing system, but they are almost always the person holding the record of what happened before it failed, and that record is what determines whether the corporation or the manager is defending anything. This is a practical account of what the role actually carries.
Know which railings you are responsible for
Start with an ownership map, not an inspection. In most residential buildings the balcony guard is a common element even when the balcony itself is exclusive-use, which means the corporation maintains the guard and the resident cannot alter it. Interior stair guards, amenity terrace guards, mechanical penthouse guards and parking structure guards may fall under different budget lines and different inspection regimes. Guards at loading docks and roof access points are often the ones nobody has looked at in a decade, precisely because no resident ever sees them.
Write the map down and attach it to the maintenance plan. If a manager changes mid-year, the successor should be able to determine in five minutes which guards the corporation owns, which are under warranty, and who installed them.
Build a record that survives staff turnover
Railing documentation is unusually valuable because the components are hard to identify visually years later. Two glass guards that look identical may use completely different glass make-ups, and the difference matters enormously when one panel breaks and you are trying to order a replacement in February. The following should live in a single folder that is not on one person's laptop.
- Stamped shop drawings and the engineer's design assumptions, including wind pressures and the code edition used
- Glass make-up: thickness, tempered or heat-strengthened, laminated or monolithic, interlayer type, and whether heat-soak testing was performed
- Aluminum alloy and finish record, including the powder coat specification and the exact RAL or custom colour reference for touch-ups
- Hardware schedule: spigots, standoffs, gaskets, setting blocks and fasteners, with part numbers
- Anchor type and embedment details, plus any test reports
- Warranty documents with clear start dates for product and for installation labour
- Attic stock inventory, including where the spare glass is actually stored
Triage: what is a work order and what is an emergency
The most consequential judgement a manager makes about railings is speed. Some defects can wait for the next scheduled service visit; some require the balcony to be taken out of service the same hour. The dividing line is whether the guard can still do its job, which is to stop a person from going over the edge.
Treat as immediate: any guard that moves at the base, any missing or fully broken panel, any post that can be rocked by hand, and any laminated panel that has cracked through both plies. Laminated glass that has cracked but is still held by the interlayer is doing exactly what it was designed to do, which is why laminated construction is normally required where the glass is the structural guard element, but it is compromised and must be treated as temporary. Isolate the area with a hard barricade rather than tape, notify the resident in writing, and record the time.
Treat as scheduled: finish chalking or fading, minor sealant separation, a chipped glass edge with no crack propagation, loose top-cap fasteners on a guard that is otherwise rigid, and staining. These belong on a planned service visit alongside the seasonal cleaning and inspection cycle, and they are far cheaper to address in a batch than one balcony at a time.
The question a claims adjuster asks is never whether the building was perfect. It is whether the manager knew, and what happened next.
Resident modifications are your quiet liability
Residents attach things to guards. Planters, privacy screens, bird netting, string lights, drying racks, satellite dishes, hooks for hanging chairs. Each of these does at least one of three unwelcome things: it adds wind load to a guard designed for a specific pressure, it introduces a fastener or a clamp that damages the finish and can initiate corrosion or, in the case of glass, creates a stress concentration, or it creates a foothold inside the non-climbable zone. That zone runs roughly from 140 mm to 900 mm above the walking surface, and a planter box wedged at 400 mm is exactly the hazard the requirement exists to prevent.
Solid privacy screens are the worst offender because they convert a partially open guard into a sail. A guard engineered as an open picket system is not engineered to carry the wind load of a fabric screen zip-tied across its full height. Write the rule into the rules, enforce it consistently, and photograph what you find. Selective enforcement is worse than none, because it establishes that the corporation was aware and chose not to act.
Vendors, warranty and knowing who to call
Most railing warranty disputes come down to one question: is this a defect, or is this wear and maintenance? Finish degradation on a south-facing elevation after twelve years is wear. Filiform corrosion appearing under the powder coat at year three is a defect worth pursuing. Glass that spontaneously fractures years after installation may point to a nickel sulphide inclusion in tempered glass, which is a manufacturing phenomenon, and how it is treated depends heavily on what the warranty says and whether heat-soak testing was specified.
Keep the original supplier in the loop even for small repairs. Bringing in a general handyman to reseal a base or swap a fastener is how a live warranty quietly dies. And when you do need a replacement panel, expect lead time: glass for guard applications is made to order, and a custom size in a laminated make-up is not a stocked item anywhere in Canada.
