    Balcony guard replacement is typically among the largest capital projects a condominium corporation will ever undertake, sitting in the same tier as the parking garage and the building envelope. It is also one of the very few where a board decision carries a direct life-safety consequence rather than a comfort or aesthetic one. Boards that treat it as a purchasing exercise tend to get hurt: they compare three numbers that describe three different scopes, pick the lowest, and discover the difference eighteen months later. Boards that treat it as an engineering project with a purchasing component attached tend to come out fine. This guide covers the sequence, the decisions that genuinely belong to the board rather than to a consultant, and the places where corporations most often lose money.

    Be precise about why you are replacing

    The reason for the project shapes everything downstream: the scope, the funding argument to owners, and whether you are allowed to do it in stages. Boards frequently discover that the railing is not the actual problem. On buildings from the 1970s through the 1990s, the guard is often the visible symptom of concrete deterioration at the slab edge, and the balcony restoration is what drives both the schedule and the budget. In that case the railings come off because the concrete has to be repaired, not the other way around.

    • Corrosion at the anchor or base of posts, often hidden under a topping slab or membrane, and usually worse on the weather-exposed elevations
    • Failed welds, loose top rails or guards that move noticeably when leaned on
    • Repeated glass breakage, which on older tempered installations can point to nickel sulphide inclusions rather than vandalism
    • Non-compliant geometry inherited from an earlier code edition, most commonly horizontal rails that create a ladder within the non-climbable zone, or picket spacing that a 100 mm sphere passes through
    • Balcony slab or membrane restoration that requires the guards to be removed anyway, making replacement cheaper than reinstallation
    • An insurer or municipal order requiring remediation after an incident elsewhere in the portfolio

    Get a condition assessment before you get a price

    A reserve fund study is not a condition assessment. A reserve fund study assigns a remaining service life from a largely visual review and a set of assumptions about typical component lifespans. It tells you roughly when to budget. It does not tell you what is inside the slab edge, whether the existing anchors can be reused, or whether the guard geometry meets current requirements. Before any tender goes out, have an engineer open up a representative sample of balconies across different elevations and floors, including at least one on the windward face and one where staining or rust bleeding is visible.

    That investigation should produce three things the board can act on: a description of the existing structure and how a new guard will attach to it, a defensible replacement scope, and a specification that every bidder is pricing identically. Skipping this step is the single most reliable way to generate change orders, because the contractor who finds an unexpected condition on floor four will price the surprise at a rate you did not negotiate.

    Understand what owners will actually notice

    Owners do not read specifications. They notice sight lines, wind, privacy and cleaning. Moving from an aluminum picket guard to a glass guard opens the view dramatically and is almost always popular at first, but it also changes how the balcony behaves. Glass blocks wind at the deck level and can make a sheltered balcony usable in shoulder season, while also creating updraft effects on exposed upper floors. It shows every water spot. It also removes the vertical members that residents have been zip-tying planters and privacy screens to for twenty years, which will generate complaints you should pre-empt in your communications rather than discover in a meeting.

    If you go with glass, decide early whether you want a top cap or an open-top frameless look, and whether interlayer tint or low-iron glass is worth the premium. These are board-level aesthetic decisions with cost consequences, and they are far cheaper to make before shop drawings than after.

    Owners do not experience a railing project as a railing project. They experience it as three weeks without a balcony, and they will judge the board on how well that part was managed.

    Funding: reserve, special assessment, or borrowing

    Guard replacement in an occupied building costs meaningfully more than the same work on a new tower, because access, protection, resident coordination and phased mobilization all add labour. As a very approximate 2026 Canadian planning figure, full supply-and-install glass guard replacement in an occupied mid-rise commonly lands in the range of roughly $250 to $500 per linear foot, which puts many individual balconies somewhere between about $5,000 and $12,000 each. Aluminum picket systems generally sit lower in that band, complex frameless glass with structural interlayers and difficult access sits higher, and any concrete repair is a separate line item entirely. Treat those figures as a range for early planning, not a quote, and get real numbers from your engineer once the scope is defined.

    Funding mechanics vary by province, but the board-level trade-off is consistent. Drawing the full amount from reserves may leave the corporation thin for a roof or garage project already on the horizon. A special assessment is transparent but lands hardest on owners who are about to sell or who are on fixed incomes. Borrowing spreads the cost across future owners who will also benefit from the asset, at the price of interest and an added disclosure obligation on resale certificates. Whatever you choose, put the reasoning in the minutes. A documented, engineer-supported decision is the board's best protection if the project is later questioned.

    Tendering: the specification is the project

    The tender package, not the bid meeting, determines whether your three prices are comparable. At minimum, require every bidder to price the same quantity take-off, state their exclusions in writing on a single page, and confirm that engineered shop drawings stamped by a professional engineer licensed in your province are included. Ask directly who performs the installation. Some suppliers fabricate well and then hand the site over to a rotating cast of subcontractors, which is where quality and schedule usually come apart. Firms that install with their own crews carry the deficiency risk themselves, and it shows in how they price protection and return trips.

    • Stamped engineering and shop drawings, with the review and resubmission cycle included in the schedule
    • Anchor testing or pull-out verification where existing embeds are being reused
    • Temporary guards or barricades for any balcony left open overnight, and the protocol for who inspects them
    • Disposal of removed material, including how tempered glass and sealants are handled
    • Unit rates for the conditions you cannot see yet, agreed before award rather than negotiated mid-project
    • A written warranty covering both product and installation labour, with the start date defined

    Access, notice and the human side

    Entry notice requirements differ by province, and balconies designated as exclusive-use common elements add a wrinkle: the corporation controls the work, but the resident controls what is stored out there. Set a hard clear-out date, offer help to residents who cannot move heavy planters, and be explicit that anything left behind will be moved by the crew at the owner's risk. Publish a floor-by-floor schedule and update it weekly even when nothing changes, because silence generates more calls than bad news does. Expect roughly a few days to a week of disruption per balcony on a straightforward replacement, longer where concrete repair is involved and curing time governs.
