    Embeds, temporary guards, membrane terminations, hoisting, final clean. Every one of these sits between two subcontracts, and on most projects nobody carried it.

    Railing Scope Gaps: The Line Items Nobody Bid

    The concrete is poured, the railing shop drawings are approved, and someone finally asks who supplies the cast-in embeds. The concrete trade priced installing embeds provided by others. The railing supplier priced installing railings on embeds provided by others. Nobody bought the embeds. This is not an exotic failure — it is the single most common scope gap in railing procurement, and it has half a dozen siblings that behave exactly the same way.

    Scope gaps happen because railings touch structure, envelope, safety systems and finishes, but appear in only one specification section. Every interface is an opportunity for two bidders to each assume the other carried it. The gap costs money twice: once as a change order, and again as the schedule slip while everyone argues.

    The gaps that show up on almost every project

    • Cast-in embed plates and anchor bolts: who supplies, who sets, who surveys the layout, and who fixes them when they end up out of tolerance
    • Concrete slab edge tolerance: railings need a straight, level edge, and remediation of a wandering slab edge is nobody's line item until it becomes an argument
    • Blocking and backing in stud walls for wall-mounted handrails and wall-mount glass systems
    • Waterproofing membrane terminations and the sealing of any penetration through it — including who warranties the assembly afterward
    • Non-shrink grout under base plates, and levelling shims
    • Temporary guardrails: who removes them, who reinstalls if the permanent guard is delayed, and who is responsible for the opening in between
    • Hoisting and crane time for glass and long extrusions, plus the laydown area and floor loading approval
    • Swing stage or boom lift access on exterior work, and who pays for standby time when another trade occupies the elevation
    • Electrical rough-in, drivers and connection for illuminated handrails
    • Protective film removal, final cleaning and touch-up after other trades have finished damaging the finish
    • Snow and ice clearing for winter installation, and heat or hoarding if adhesives or sealants have temperature limits
    • Fire-stopping or sealing at any penetration through a rated assembly

    The temporary guardrail handoff

    This one deserves its own paragraph because it is a safety issue before it is a commercial one. Occupational health and safety regulations in every province require fall protection at open edges. On a typical tower, wood or cable temporary guards protect the slab edges for months. At some point they come down and the permanent guard goes up — and the interval between those two events is the most dangerous hour on that balcony.

    Write it down. Which trade removes the temporary guard, on what notice, in what sequence relative to the permanent installation, and what happens if the permanent guard cannot be completed the same shift. A railing crew that removes temporary protection and installs the permanent guard in one continuous operation is not just tidier, it is safer — but only if the contract says that is the sequence and the general contractor's site supervision enforces it.

    Every scope gap is a sentence that was never written. The cheapest place to write it is the tender documents; the most expensive is a change order.

    Closing gaps in the documents

    The specification tools are simple and underused. A scope matrix in Division 01 — one row per interface item, one column each for supply, install and coordinate, with a trade named in every cell — resolves most of the list above before anyone bids. It takes an hour to build and it can be reused across a developer's whole portfolio.

    • Use "supply and install" or "install only, supplied under Section XX" explicitly; never leave a verb ambiguous
    • Cross-reference in both directions: if the railing section says embeds are supplied under the concrete section, the concrete section must say it supplies them
    • Show embeds and blockouts on a structural drawing, not only on a railing shop drawing that will not exist until after the pour
    • State the required slab edge tolerance in the concrete section and repeat it as a condition in the railing section, so both trades priced the same edge
    • Name the party responsible for the waterproofing warranty at any railing penetration, and require their written acceptance of the detail
    • Assign hoisting, access equipment and temporary protection in Division 01 general requirements rather than burying them in a product section

    Closing gaps after award

    If the documents are already out, the pre-construction scope review meeting is the second-cheapest place to fix things. Run the interface list item by item with the railing supplier, the concrete or structure trade, the envelope trade and the site superintendent in the same room, and record the answers in the meeting minutes. Anything unresolved becomes an RFI that day, not a claim in month eight.

    Ask the railing bidder for their exclusions page before award and read it first. A serious commercial railing supplier will hand you a specific list — hoisting, embeds, temporary protection, power, unloading, winter conditions — and that list is a map of exactly where the gaps are on your project. A one-line lump sum with no exclusions is not a cleaner bid; it is an unpriced one.

    What a gap actually costs

    A missing embed package is not just the price of the steel. It is a redesign of the anchorage to a post-installed condition, scanning to find rebar and any post-tensioning, engineering review and re-stamping, potentially thicker base plates and different post spacing, and a delay while all of that circulates. On a tower with repeating floors, a decision made once on floor three multiplies across every level above it — which is also why the same discipline pays off in reverse when the interface is resolved properly.

    The other cost is occupancy. Guards are a life-safety element, and buildings do not receive occupancy with open balcony edges. A railing gap discovered late does not delay a finish trade; it delays revenue.
