A railing contract is awarded in March. Fabrication starts in July. The four months in between are the submittal process, and almost nobody outside the trade understands what is happening in them. Owners assume the factory is idle. Architects assume their review is a formality. General contractors put "railing shop drawings" on the schedule as a single two-week bar and are then surprised when it becomes three rounds and eleven weeks. This is a walkthrough of what actually goes into a commercial railing submittal package, who touches it, and where the time genuinely goes versus where it is being wasted.
What a complete submittal package contains
A railing submittal is not one document. It is a bundle, and specifications typically require all of it before review starts. Submitting partial packages to "get the clock running" is a false economy — most consultants will return an incomplete package unreviewed, and you have burned two weeks proving nothing.
- Shop drawings: plans, elevations, and full-scale details of every condition on the project — typical balcony, corner, terrace, stair, roof amenity, transition to building wall. On a tower with six suite types, this can run 40 to 90 sheets.
- Structural calculations: guard load analysis for the governing loads, connection design, anchor capacity into the specific slab or curb condition, and glass stress analysis where glass is structural. Sealed by a professional engineer licensed in the project's province or state.
- Glass documentation: interlayer type and thickness, heat-treatment process, laminated build-up, and test reports from the glass fabricator. Canadian codes require safety glass in guards, and laminated construction is what most authorities and most specifications call for on exterior balcony guards — the submittal has to demonstrate the make-up satisfies the requirement in force in that province.
- Finish samples: physical chips or short extrusion sections in the specified powder coat or anodized finish, usually 3 sets. Colour approval from a printed rendering is not a substitute — metallic powders in particular look nothing like their swatch on a real profile.
- Hardware and component data sheets: base shoes, gaskets, spigots, standoffs, handrail brackets, fasteners, and sealants, with material grades called out.
- Anchor and embed coordination drawings: what the concrete trade needs to install before the pour, issued early and separately from the main package.
That last item deserves emphasis. Embed and anchor coordination has to be resolved months before railings arrive on site, because the concrete is going in first and it does not care about your submittal schedule. On a fast-cycle tower running a floor every five to seven days, missing an embed layout by three weeks means three floors are poured wrong.
Who reviews it, and in what order
The routing on a typical Canadian commercial project runs: railing supplier to general contractor, general contractor to architect, architect to structural engineer of record, and often architect to the building envelope consultant where railings interact with waterproofing. Each hop costs days even when nobody has an objection. The GC's project coordinator logs it and forwards it. The architect distributes it and waits for consultant comments before consolidating. The structural EOR reviews the anchorage against their slab design. Then it all flows back the same way.
The specification will state a review period — commonly 10 or 15 working days for the architect. That clock only runs for the architect's own portion. If the envelope consultant takes another eight days with the waterproofing interface details, that is additive, not concurrent, unless the GC actively manages parallel review. Ask for parallel routing at the pre-construction meeting. It is the single cheapest schedule saving available on the railing package.
Why there is almost always a second round
First-round "revise and resubmit" is close to universal, and it is usually not the supplier's fault or the architect's. It happens because the shop drawing is the first document on the project that forces every discipline to agree on the same physical reality. The architect drew a glass guard sitting on the slab edge. The structural drawings show a 200 mm slab with a specific reinforcement pattern. The envelope consultant's detail runs waterproofing membrane up a 150 mm curb. The railing shop drawing puts a real anchor with a real edge distance into a real slab — and discovers those three drawings were never fully reconciled.
The shop drawing is not where problems are created. It is where problems that already existed in the contract documents finally become visible.
Common first-round comments in our experience: anchor edge distance conflicts with slab reinforcement; guard height measured from finished floor versus structural slab differs once topping and pavers are accounted for; the non-climbable zone is compromised by a horizontal element the architect drew for aesthetics; the glass thickness the architect assumed does not satisfy the wind pressures at upper floors; and the base shoe interferes with the membrane termination the envelope consultant requires. None of those are trivial, and all of them are far cheaper to solve on paper than on floor 34.
Where the weeks actually go
Here is a realistic timeline for a mid-rise residential tower with a mix of glass and aluminum guards, assuming a competent team and no unusual conditions. Treat these as typical 2026 durations, not guarantees — complexity, consultant workload, and design changes all move them.
- Field verification and design development before drawing starts: 1 to 2 weeks. Site conditions, structural drawings, envelope details, and any RFIs the supplier needs answered.
- Shop drawing production: 2 to 4 weeks depending on the number of unique conditions. A repetitive tower with four balcony types drafts faster per unit than a podium with twelve one-off terrace conditions.
- Engineering calculations and sealing: 1 to 3 weeks, and often overlapping with drawing production if the engineer is in-house. When engineering is outsourced, this becomes a queue you do not control.
- First review cycle: 2 to 4 weeks from submission to returned comments, longer if consultant reviews are sequential rather than parallel.
- Revision and resubmittal: 1 to 2 weeks.
- Second review cycle: 1 to 3 weeks, usually faster than the first because reviewers are only checking the deltas.
Total: roughly 8 to 18 weeks from award to "approved as noted," before a single extrusion is cut. Fabrication and glass procurement follow that, which is why railing lead times land where they do on the critical path. The single biggest lever is engineering that sits under the same roof as drafting. When the drafter and the P.Eng. can resolve an anchor conflict in a hallway conversation instead of a three-day email exchange with an outside consultant, you compress the cycle meaningfully — and revisions after review comments turn around in days rather than weeks.
What GCs and architects can do to compress it
- Hold a submittal kickoff meeting within two weeks of award. Thirty minutes with the architect, structural EOR, envelope consultant, and railing supplier in the same room will surface half the conflicts that would otherwise cost you a full review cycle.
- Issue the anchor and embed coordination package as a separate early submittal. Do not let it wait on the full shop drawing set.
- Route to all reviewers in parallel and give them a shared comment log. Sequential routing on a four-reviewer package doubles the cycle for no benefit.
- Resolve finish colour before the drawings are even started. Powder coat colour approval has nothing to do with geometry and should never be the item holding up a fabrication release.
- Answer railing RFIs at the same priority as structural RFIs. A supplier waiting nine days for a slab-edge dimension is nine days of dead schedule.
- Do not change the design after approval unless you have to. A post-approval architectural revision to guard height, glass type, or post spacing resets fabrication, and on glass it restarts a procurement clock that typically runs 6 to 12 weeks.
